No! You Can’t Ignore the Signs in Car Parks!

In general, traffic laws still apply in car parks, golf courses, industrial areas, commercial parks — basically, anywhere roads exist!
As Article 1 of Spanish Traffic Law explains:
Any public or communal road is subject to traffic regulations, whether the land is public or private.
Traffic laws apply to:
Roads and public lands suitable for vehicle circulation (urban and interurban)
Private roads and land used by an indeterminate community of users
Vehicles must:
Pass the ITV (technical inspection)
Have valid insurance
Be driven by someone with the appropriate driving licence
Common mistake!
Many drivers think that on rural, unpaved, or unsigned roads, road safety rules do not apply.
Wrong! You can still be fined for not wearing a seatbelt or using a mobile phone.
Example:
A supermarket car park is open during business hours — Traffic laws apply.
After 22:00, when the barriers close and access is private, traffic law no longer governs the internal rules — it becomes private property.
Remember: If the area is open to an undetermined number of users, Spanish traffic laws apply just like on public roads.
