No — a foreign-registered vehicle cannot get an official Spanish environmental sticker (DGT label) directly from the Spanish Traffic Authority.
If your country is NOT officially recognized by Spain (e.g. UK

, Netherlands
, etc.):
Your foreign eco sticker is not legally valid in Spain.
You cannot request a DGT environmental sticker unless you register your vehicle in Spain.
You cannot drive in Low Emission Zones (ZBEs) like Madrid, Barcelona, etc., unless:
a) The city allows temporary registration for foreign vehicles
Example: Barcelona allows non-Spanish vehicles to register for 10 days per year (with a small fee).
