Will insurance be mandatory for bicycles and e-bikes in Spain

WHAT does the new law say![]()
The law approved by the Spanish Congress — in line with the updated EU Motor Insurance Directive — allows Member States to voluntarily extend insurance requirements to vehicles not legally defined as motor vehicles, but increasingly present in urban traffic (like electric scooters). ![]()
WHO is affected right now![]()
The law introduces mandatory civil liability insurance for light personal vehicles, such as electric scooters, even though they are not legally considered motor vehicles.
AND bicycles OR powerful e-bikes— are they included? ![]()
Regular bikes and electric bicycles with pedal assist up to 25 km/h and max 250W power are not included. They won’t require insurance for now.
Besides, if an e-bike goes over 25 km/h, has more power, or uses a throttle to accelerate without pedaling, it’s classified as a motor vehicle (moped or motorcycle) — and it already requires insurance, registration, and a license, under existing rules.
