New Law: No ITV = No Insurance Renewal

A new law has come into force in Spain that directly affects all vehicle owners. Published in the BOE (Official State Gazette) on 25 Jul 2025, the reform introduces some important changes that drivers need to be aware of:
Insurance Companies Must Check Your ITV
– Insurers are now legally obliged to verify that your vehicle has a valid ITV (MOT equivalent) before renewing your policy.
– If your ITV has expired, insurers will no longer be able to issue a full, standard insurance policy.
– In some cases, they may offer a temporary/limited cover instead, but this won’t give you full protection.
– This means it is now more important than ever to keep your ITV up to date if you want to stay fully insured and legal on the road.
Other Key Changes in the Law
– High-powered electric bicycles (those capable of moving without pedalling) must now have liability insurance.
– Better victim support: those seriously injured in accidents will be entitled to home rehabilitation, while families affected by serious injury or bereavement will be entitled to up to 12 months of psychological support.
– Faster, fairer compensation: claims processes are streamlined and indemnities will be updated annually with inflation (IPC).
Effective Immediately
– The law is already in force as of July 25th, 2025.

– Always make sure your ITV is valid before your insurance renewal date.
– If your insurance is coming up for renewal and your ITV is close to expiring, book your test in advance to avoid issues.
– Remember that driving without valid ITV or insurance can result in fines, vehicle impoundment, and even liability problems in the event of an accident.
